When you put the cap on turn key left then right and remove key. then tighten for two or three clicks that will lock the cap.

I believe this series of caps were assembled incorrectly. Key fits and rotates, but does not disengage locking pawls in the "lock" position which would normally allow a freespin of the cap. Purchased the first one and in the lock position, did not freespin and thus allowed it to act like a Non-lo...
