I have owned one of these before and they are an excellent bird feeder that discourages doves from feeding since the perches are designed for smaller birds. Cardinals are about as large a bird that can perch.

This is an excellent bird feeder. I especially like the fact that there are three different levels of bird seed, not just one big tube, which makes ist great for many birds to be feeding at the same time.
