It's paper shred. It doesn't have to be great but sometimes items can have terrible smells and I didn't get that with this. Portion size is small but did the job.

I love this crinkle paper. It's actually really soft and would work beautifully in gifts. But I actually use it in my rat cage to give them some fun alternative bedding materials to play with. They love to drag it around and put it in their hammocks and boxes to sleep on, or to block entryways with.
