I bought 22x22 pillow inserts for 20x20 pillow covers. They fit perfectly and fill the covers. If you use the same size inserts and covers your pillows wont be full.

These pillows cane shrink wrapped and they fluff up as soon as you open the packaging. They were the actual size listed. I bought the 18x18 and the 20x20 and they fit the corresponding pillow cases that I bought to match. They are extremely soft but not extremely fluffy which is what I wanted.
