I read the reviews on this item and noticed a lot of people who mentioned that the Tutu is really short & they had to put shorts/pants with it....this item is adorable and they don't describe it as a dress, it's a shirt, with a cute fluffy Tutu on the bottom...it is meant to be worn with legging...
