    Having a good point does not make a good book. You might be able to tell that just from the title, which is about as pedestrian as it can be.     An interesting book, if a bit too dry. The authors expressly set out to explore the 1900 hurricane in terms of socio-political and civic impact and ramifications. They did so admirably, but I must admit the book did not hold my attention so well as "A Weekend in September" by Edward Weems.
